We are the Federated States of Micronesia’s fiber optic cable company that connects Chuuk, Pohnpei, Yap and Kosrae to the internet.
On behalf of the FSM government, we own the cables for and are responsible for installing and maintaining the fiber network.
Digital FSM Project
Working under the government and initially funded by the World Bank, we are now supported by bi-lateral aid between FSM and the governments of Australia, Japan, and the USA. Our goal is to introduce ultra-high-speed internet in order to help develop FSM’s economy. As an FSM government corporation, our shareholders are the Government of FSM through the Department of Transportation, Communications & Infrastructure (DTC&I) and the Department of Finance and Administration (DOFA).

The Digital FSM Project is driven by a collaborative force of key stakeholders, each playing a pivotal role in shaping FSM’s telecommunications landscape. Together, we work towards improving internet connectivity and speed for the community.
FSM Government
- Role: Oversees and guides telecommunications projects.
- Responsibilities: Sets policies and provides direction for successful project implementation.
Telecommunications Regulations Authority (TRA):
- Role: Ensures fair competition in the telecom sector.
- Responsibilities: Makes sure service providers meet standards and protect consumer rights.
FSM Telecommunications Cable Corporation (FSMTCC):
- Role: Manages the undersea fiber optic cables.
- Responsibilities: Installs, maintains, and operates cables to provide reliable internet connectivity.
Telecom Service Providers (FSMTC, iBoom!, Kacific, CPUC, Starlink and Others):
- Role: Provide internet, phone, and data services to the public.
- Responsibilities: Deliver services using fiber optic cable and other infrastructure. Work with the community to expand coverage and improve service quality.
The People (General Public):
- Role: Users of the internet, phone, and data services.
- Contributions: Use and rely on these services for communication, accessing information, and conducting business. Your feedback helps improve and develop telecom services.
